The Council
The Council is the highest organ of the Association and is made up of all Regular, Associate and Observer members. The Council meets once each year and its principal duties include:

  1. Determine the policy and set the general principles governing the activities of the Association.
  2. Declare the admission of Regular, Associate and Observer members of the Association;
  3. Consider and approve programmes, activity reports and budget of the Association;
  4. Fix the amounts of annual subscriptions of Members of the Association
  5. Elect the President and Vice Presidents of the Association as well as other Members of the Board of Directors with the exception of the Treasurer;
  6. Elect the Secretary General of the Association on proposal of the Board of Directors 

The Board of Directors
The Board of Directors is made up of six (6) Regular Members;

  1. One Chairman
  2. Two (2) Vice-Chairmen
  3. Three (3) members

The president of the Association is, by right, be the Chairman of the Board. The term of office of the President is two years, non renewable.
The main duties of the Board are to:

  1. Advise the Council regarding appointments to the post of the Secretary General;
  2. Establish the Secretariat of the Association and recruit its personnel on the proposals of the Secretary General;
  3. Supervise the smooth functioning of the Secretariat;
  4. Consider the budget of the Secretariat, rates for membership Dues proposed by the Secretary General;
  5. Monitor the implementation of the resolutions and recommendations of the Council
  6. Take, if necessary, between two Council Sessions, any protective measures vital to the smooth functioning of the Association and render an account of such measures to the Council. 

Technical Committees
The Technical Committees are the permanent subsidiary organs of the Association, which provide advisory support to the Secretariat on technical research and policy recommendations on relevant subjects for the overall achievement of the objectives of the Association. The Association has four Technical Committees covering Port Operations, safety and security, Port infrastructure development, Finance as well as Legal and administrative matters. 

The Association has four technical committees with distinct functions with a view to enhance efficiency, namely:

  1. Administrative and Legal Affairs Committe (ALA)
  2. Finance and Economic Studies Committe (FES)
  3. Maritime Safety, Environmental Protection and Operations Committe (MSEPO)
  4. Technical Studies, Infrastructure and Development Committe (TSID)
  5. Liaison Officers Network (LON)

The Secretary General

Mr. Michael Luguje is the current Secretary General.
The Secretary General is the Chief Executive Officer of the Association and his/her principal duties include:

  1. The general day to day administration of the Association and its Secretariat;
  2. The regular monitoring, implementation and coordination of the Association's financial, technical and other activities under the supervision of the Board of Directors;
  3. Promoting relationships between the Association and international organizations on the one hand and between the Association and Governments on the other hand;
  4. Proposing to the Council, after having sought the Board of Directors approval, the establishment of any subsidiary agency necessary for the achievement of its mission;
  5. Attending, as an adviser all Council and Board of Directors meetings as well as all subsidiary agency meetings to which he/she will also serve as secretary;
  6. The safe-keeping of the Association's property;
  7. Representing the Association before law courts. 


The headquarters of the Association is permanently situated in Lagos, Nigeria. It was established in 1976 and has diplomatic status as agreed in the Headquarters Agreement signed in 1978 between the Association and the Federal Republic of Nigeria.
